In the New Utopia, the United States has been rebranded, restructured, and optimized. The Constitution has been replaced by corporate policy, and citizens are classified by their economic utility. If you are productive, you are safe. If you are efficient, you are fed. If you resist, you are erased.

The country is no longer run by a government, but by a board of directors-four oligarchs who have divided the nation's lifeblood among themselves:

• The Fox: Controls the narrative, turning news into a weaponized hallucination.
• The Vampire: Owns the digital currency, tracking every transaction and harvesting the youth of the poor to extend his own life.
• The Hog: Chokes the supply chains, weaponizing starvation to discipline non-compliant sectors.
• The Peacock: Sees everything through an orbital surveillance grid that predicts crime before it happens.

Edward Loom (known in the shadows as "Ludd") knows exactly how the machine works because he helped build it. A former architect of the regime's propaganda, he now lives in the squalor of Sector 12, haunted by the digital cage he constructed.

Sefu Makori is a survivor of the proxy wars the oligarchs tested overseas. He knows that the gleaming city above is fed by the blood of the sectors below, and he has been waiting for a chance to strike back.

When Ludd uncovers Project Synthesis-a terrifying initiative to chemically and neurologically edit the human capacity for defiance out of the population-he realizes the time for hiding is over.
