Der Bedeutungsverlust ist allerdings nicht eine Folge der Tatsache, dass sie innerhalb eines politischen Systems relativen Einfluss gegenüber anderen Institutionen oder Akteuren einbüßen müssten, sondern es geschieht vor dem Hintergrund zweier größerer Entwicklungen, die Parlamente selbst nicht verhindern können. Die eine wird als Denationalisierung oder Globalisierung bezeichnet. Die zweite Tendenz ist politiksoziologisch begründet und liegt in der zunehmenden Komplexität gesellschaftlicher Kommunikation. Die Arbeit geht der Frage nach, wie Parlamente unter diesen neuen Bedingungen begründet werden können.
