The History of the Belgian Congo

King Leopold II ruled a territory seventy-six times the size of Belgium for twenty-three years. He never once set foot in it.

The Congo Free State was not a Belgian colony. It was Leopold's personal property - acquired through a hired explorer's treaties, legitimised at a European conference where no African representative was present, and administered through a legal and military machine designed for one purpose: extraction, at any human cost.

This book tells the story of what that machine actually did - the rubber quotas enforced through mutilation, the hostage-taking, the demographic catastrophe historians still argue over today, ranging from the millions to considerably higher. It is also the story of how that atrocity was exposed: a shipping clerk who noticed a discrepancy in cargo manifests, a British consul whose report gave the scandal unimpeachable weight, a novelist who turned six months on a steamboat into one of the most studied works in the English language, and a missionary's camera that produced the first photographic human rights campaign in history.

And it is the story of what came after - a king paid handsomely to surrender the colony he had plundered, fifty-two years of Belgian rule that replaced outright terror with paternalism, a rushed and catastrophic independence, and a legacy that rigorous modern economic research shows is still measurable, more than a century later, in the poverty of specific Congolese communities today.

This is not a book about ranking atrocities. It is an attempt to give a specific, historically significant, and still incompletely reckoned-with history the sustained attention it has always deserved.
