Infilates were the ones infested by the Terminal Disease. As far as governments were concerned, since those people were barren they served little societal purpose in the future of mankind and were therefore ignored.
Since Fertilates were the future of mankind they were advised to have as many children as possible. For the survival of humanity, they were given large tax allowances and pampered by the state.
Eventually, jealousy and hatred grew between both factions, Fertilates and Infilates, until it became unsafe for them to live together. Infilates chose older cities like New York, while Fertilates moved to environmental domes and secured housing estates. Fertilates received their antidote through the water supply and food.
