A federal law that let the wealthy buy their way out of military service for $300 ignited the city's poorest neighborhoods into open insurrection against the Civil War draft. What began as a protest against an unjust law became something darker: a campaign of racial terror that burned the Colored Orphan Asylum to the ground, lynched Black New Yorkers in broad daylight, and left the city's Black population permanently displaced.
