Agriculture has always depended on the relationship between people, land, water and climate. For generations, farmers have observed seasonal rainfall, understood the behavior of their soils, selected crops according to local conditions and developed methods to survive difficult agricultural seasons. Their experience represents an important foundation of agricultural knowledge.

However, drought is increasingly becoming a complex challenge that cannot be addressed through traditional farming decisions alone. Changing rainfall patterns, rising temperatures, declining groundwater levels, soil degradation, increasing production costs and uncertain markets are creating new pressures on agricultural communities. In many regions, the consequences extend beyond crop losses to livestock distress, household debt, food insecurity, unemployment and migration.

Drought is often understood simply as a period of insufficient rainfall. In reality, its effects are much broader. Meteorological drought can develop when rainfall falls below normal levels. Agricultural drought emerges when available soil moisture becomes insufficient for crop growth. Hydrological drought affects rivers, reservoirs, lakes and groundwater systems. Socio economic drought occurs when water shortages begin disrupting livelihoods, economic activity and access to essential services.

These dimensions are interconnected. A rainfall deficit can reduce soil moisture, affect groundwater recharge, damage crops, increase fodder shortages and place pressure on rural household finances. Therefore, drought management must be approached as an integrated system rather than as an isolated agricultural problem.

This book has been developed with that understanding.
