Finally, the overall political will is insufficiently rooted in reality. From an institutional point of view, the author of the report underlines the rigidity of the legislative framework, the establishment of an orientation and allocation system unfavorable to autonomy, decentralization and distribution of skills leading to a dilution of responsibilities, a blurring of policies and a loss of energy.
