Developing China's High-Tech Industries

This volume is based on the 2002 edition of Institutions Matter More Than Technology, with one article removed to avoid overlap with other volumes in the "Wu Jinglian Collection," and supplemented by twenty-one articles written between 2002 and 2018 that address related issues. Although this is not a comprehensive historical account of the development of China's high-tech industries, the evolution of the questions explored in these articles across different periods offers a clear glimpse into their basic trajectory.

China's high-tech industries have grown and strengthened through a process of addressing deficiencies and overcoming shortcomings. On the one hand, it is gratifying to see that many of the urgent calls made in earlier years have now become reality. On the other hand, certain persistent challenges continue to manifest themselves in new forms, and these demand our serious attention.

Because the underlying essence of phenomena remains constant even as circumstances change, the core issues reflected in these articles-even if some of the specific problems they address are no longer current-remain very much on the agenda of China's high-tech industrial development. We can still draw valuable lessons from the historical evolution of these concrete issues.

本卷以《制度重于技术》2002 年的版本为基础，在删去与"吴敬琏集"其他卷重合的 1 篇文章的同时，增补了2002-2018年论述有关问题的21篇文章。虽然这并不是一本专门记述我国高新技术产业发展历程的著作，但仍可以从不同时期文章中探讨问题的变化窥见其基本的发展脉络。我国高新技术产业是在有效地弥补不足和克服缺点中不断发展壮大的，一方面令人欣慰的是部分昔日的急切呼吁已成为当下的现实，另一方面仍有一些不尽如人意的问题以不同的表现形式持续存在着，需要认真面对。由于变动不居的现象背后的事物本质是具有恒定性的，所以虽然本卷文章讨论的某些具体问题本身已经时过境迁，但它们反映的核心问题依然存在于我国高新技术产业发展的议事日程上，我们仍可以从具体问题的变革历史中得到借鉴。
