CONSTITUTIONAL REFORM

The work of Dr. Martínez, is a very interesting work which deserves to be known by the professionals and students of Law, as well as by the citizens in general, since it deals, in a didactic way, with aspects that although they are contemplated in the National Constitution, nevertheless they are little known by the public and generally the notions that they have are even confusing; Thus, the book deals with considerations on issues such as amendments and reforms to the Constitution, as well as the National Constituent Assembly, which are normally subject to consultation and electoral approval, but which are rarely certain about their purpose. Likewise, the book deals with the different types of referendums as mechanisms of participation and protagonism of the people in the exercise of their sovereignty and in aspects that are vital for matters of importance in various aspects of national, state and municipal affairs, in areas that include matters pertaining to popular mandates, as well as the approval or repeal of laws and international treaties.
