ABSENCE CLAUSE

At eleven minutes past two in the morning, a letter from a stranger reaches the novelist Daniel Han. The attached files trace a report as it passes through translation, machine classification, human analysis, executive summary, and political authorization. The first sentence holds two possibilities: the movement of equipment may signal preparations for an attack, or routine dispersal after a scheduled exercise. The final briefing holds only one: hostile intent.

Eleven minutes later, the first strike is reported.

No one lied. Each person worked faithfully within their remit. The alternative was not deleted; it was buried in a collapsed field. The uncertainty was not falsified; it was divided, standardized, and summarized. Yet somewhere between what was preserved and what was made visible, possibility became intent, and intent became imminence. Then the sender, known only as N, vanishes.

Years earlier, Daniel built a government relief identity network to help disaster survivors prove their names, recover benefits, and reunite with their families-then watched it repurposed for immigration investigations. He left the industry for fiction, believing fewer records meant fewer lives exposed.

Now N's files turn that conviction into a trap. To prove how the judgment changed, Daniel must preserve the trail. To protect N, he may have to erase it. A timestamp can authenticate a document, but it can also locate a person. The record that could expose what happened may become the shortest path to the one who revealed it.

Daniel answers with the Zero Charter, a public declaration that the age of the proxy must end-that an election is not advance consent to every war, emergency measure, or irreversible decision still to come. But only Daniel holds the key that can authenticate it. A man who refuses to decide for others goes on deciding for them, in order to protect them.

His daughter Sophie, an immigration and refugee-rights lawyer, sees the other side. For displaced or detained people, a name on a page may be the only proof of where they were, what protection they are owed, or who must answer if they vanish. Records can be surveillance and a lifeline. Ending delegation may restrain power, but it may also erase the names that must answer when power fails. And when danger is immediate, waiting for every voice carries a human cost.

Absence Clause is an atmospheric literary thriller about the passage between language and force, protection and exposure, representation and consent. It offers neither a single villain nor a frictionless replacement for the systems it questions. Instead, it traces human and machine judgments that borrow authority from one another until a decision seems to have made itself. In a world that treats speed as competence, hesitation as error, and silence as agreement, the novel asks how much uncertainty a society must preserve before it acts-and who bears the cost.

If no one made the whole decision, who is answerable for the result?
