A New Round of Old Area Renovation

Integrating and enhancing sociocultural dimensions in urban renewal and transformation.

在城市更新改造中兼容和提升社会文化层面的内涵

The "Shanghai Master Plan (2017-2035)" explicitly states that Shanghai should be built into "an outstanding global city, a socialist modern international metropolis with global influence," and that it must firmly grasp the two cornerstones of high-quality development and high-quality living, while making greater efforts in the meticulous implementation of the plan. Since 2001, Shanghai has been advancing a new round of redevelopment targeting areas with substandard "second-class old lane" housing. With the shift in 2017 of Shanghai's urban construction approach from "demolition, retention, and renovation" to "retention, renovation, and demolition," the city has been comprehensively promoting a new phase of old area redevelopment, accelerating efforts to improve the living conditions of disadvantaged residents in substandard second-class old lane housing in the central urban areas. In July 2022, the redevelopment of Plot 68 and the eastern part of Plot 67 on Jianguo East Road in Huangpu District took effect, marking Shanghai's full completion of the redevelopment of contiguous substandard second-class old lane housing and the transition into the stage of addressing "two types of old housing and one type of village." These redevelopment efforts have not only improved the physical spatial environment but also entailed a process of community restructuring and sociocultural reconstruction, adding greater depth to the developmental meaning of the city of Shanghai.

In this new era, this book aims to review the development history of Shanghai's old area redevelopment, draw on domestic and international experiences, and offer a multi-dimensional analysis - from community development, neighborhood planning, and residential architecture - to summarize and provide recommendations on policy supply, planning controls, and action-based innovations. It reflects on how to improve residents' living conditions, maintain neighborhood relations, and enhance residents' sense of gain, happiness, and security. While guiding the physical spatial transformation of communities, the book also takes into account factors such as sociocultural context and action models, thereby providing solid support for the smooth advancement of work related to old area redevelopment.

《上海市城市总体规划(2017-2035年)》中明确提出，要将上海建设成为"卓越的全球城市、具有世界影响力的社会主义现代化国际大都市"，并且要牢牢把握高质量发展和高品质生活这两大落脚点，在规划的精细化落实上下更大功夫。早在2001年起上海就开始推进针对二级旧里以下地区的新一轮改造工作，随着2017年上海城市建设从"拆改留"向"留改拆"转变，全面推进新一轮的旧区改造工作，加快改善中心城二级旧里以下房屋中的困难群众居住条件。2022年7月，黄浦区建国东路68街坊及67街坊东块旧改生效，标志着上海全面完成了成片二级旧里以下房屋改造，进入了"两旧一村"改造阶段。这些旧改工作不仅只是改善了物质空间环境，同时也是社区结构重组、社会文化再造的一个过程，让上海这座城市发展内涵更有厚度。

在新时期，本书希望通过梳理上海旧区改造发展历程，借鉴国内外经验，从社区建设、住区规划、住宅建筑等多维度，对政策供给、规划管控和行动创新等问题予以总结并提出相关建议，思考如何改善居民生活条件、维护社区邻里关系、增强居民的获得感、幸福感和安全感;引导在物质空间层面改造社区的同时，兼顾社会文化、行动模式等因素，为旧区改造相关工作的顺利推进提供有力支撑。
